Other verb+藥: 用藥(use medicine)=take drugs, could be legal or illegal, just like to take drugs, although I feel like to take drugs usually only means illegal use. 嗑藥(to bite/crack open medicine)=take illicit drugs.

Medicine can also be taken by other means, an injection for instance, but that isn't usually referred to as "take".
