Susanoo’s only requirement is having UNLOCKED MS in both eyes. You do not physically need the eyes for Susanoo after it’s unlocked, because the chakra itself is produced by the Uchiha brain. Itachi debuts the Susanoo while blind. There’s no issue with Madara using it without eyes. There’s also the mythological angle you can take.

It actually makes me wonder if Itachi Knew or not that Mangekyou (literal translation: Kaleidoscope) Sharingan had different abilities for different wielders.
