Hi I have not made this journey by bus. I have only used the MRT. The journey using the MRT from Punggol, would be to go to Serrangoon, take the Circle Line to Buona Vista and change to the East West Line and get off at the Chinese Garden station which is right opposite the Chinese Garden entrance. Going by bus, you need to visit the nearest Tourist Office.
