I advise ask at front desk as there are rooms that are closed for installation s And they will know how to vetter direct you. You WILL see many paintings. Very good question and something that confused me. I've always attended the national gallery for free. The National Portrait Gallery has a free area but also paid exhibitions which I attended. They are separate from my knowledge but worth investigating if you can get a ticket that covers both to see all exhibitions - which makes sense
